It's a discussion about the evolving responsibilities and expectations of testers and developers during the software development lifecycle.
Should testers become enablers of testing rather than entirely focused on testing?
Perhaps — at least that's more in line with the Modern Testing Principles.
But keep in mind that different companies require different approaches; there's no one-size-fits-all.
